Colin graduated from the University of Leicester with an LL.B Hons in 1980 before qualifying as a Solicitor of the Supreme Court of Judicature of England and Wales.
After a period in private practice, Colin joined the Merseyside County Prosecuting Solicitors Department before transferring to the Crown Prosecution Service on the creation in 1986. Colin held a variety of posts including Crown Prosecutor, Senior Crown Prosecutor, Prosecution Team Leader, Assistant District Crown Prosecutor, Special Casework Lawyer, Head of the Organised Crime and Complex Casework Section, Acting Head of the Crown Court Section and the Head of the Complex Casework Unit for Mersey/Cheshire CPS. He was also a Crown Advocate.
Colin dealt with the full range of criminal cases in the Magistrates', Youth and Crown Court and also managed teams of Lawyers and Caseworkers.
Colin specialised in organised crime cases, cross border crime, covert investigations and homicides. He was the disclosure and proceeds of crime champion.
As well as being responsible for casework Colin was heavily involved in designing and delivering training for both the CPS and various law enforcement agencies, including designing training programmes on homicide, covert policing, devolved police complaints, Human Rights training, public order, confiscation, disclosure and advocacy.
Colin worked with international partners including EUROJUST, EUROPOL and law enforcement agencies and was a member of the International Prosecutors Association.
He was awarded an OBE for services to prosecutions.
On leaving the CPS, Colin continued to be involved in education delivering training to police officers and as a visiting lecturer at LJMU, before becoming a full time member of staff at the Liverpool Centre for Advanced Policing Studies, working primarily on the PCDA apprenticeship, but also on the traditional undergraduate and post-graduate programmes.
Colin was the Deputy Programme Lead for PCDA and the Acting Programme Lead for the Degree Holder Entry Programme (DHEP) before being promoted to one of the Deputy Heads of the Liverpool Centre for Advanced Policing Studies (LCAPS).
