Norway Exchange – Norwegian Police University College

In March 2026, LCAPS at Liverpool John Moores University hosted officers from the Norwegian Police University College (Politihogskolen) as part of an international exchange programme.

The visiting officers were undertaking a degree-based policing programme aligned in many ways with UK models, providing a strong foundation for comparison. The exchange focused on exploring policing education, governance, and operational practice across different national contexts.

Experience

The programme combined academic engagement with practical exposure, enabling visiting officers to gain a comprehensive understanding of policing in the UK. Discussions with LJMU staff focused on how policing education is delivered, assessed, and integrated with operational training.

The operational element of the programme was delivered in collaboration with Merseyside Police. This included visits to specialist training facilities, where officers observed personal safety training, Taser training, and wider operational capabilities.

Participants also engaged with case-study briefings from major crime investigations, observed public order policing, and took part in leadership and decision-making scenarios alongside UK officers. These experiences provided valuable insight into the practical realities of policing in the UK.

Impact

The exchange created a valuable opportunity for knowledge exchange, allowing both visiting officers and LJMU staff to reflect on similarities and differences between policing systems.

It supported professional development by encouraging critical discussion around education, leadership, and operational practice. The experience also strengthened cross-cultural understanding, highlighting how different approaches to policing are shaped by national context.

Importantly, the exchange reinforced LJMU’s position as a provider of internationally informed policing education, capable of engaging meaningfully with global partners.
